In Kazakhstan, a free-choice polyclinic campaign has been carried out over the past two months. As of November 9, 2020, more than 74 thousand people took advantage of this opportunity.

However, more than 170 thousand Kazakhstanis still remain outside the health care system, as primary health care is the “gateway” to it.

“Attachment to the organization of health care is a prerequisite for receiving the full range of medical services within the guaranteed volume of medical care and the compulsory health insurance system. To ensure accessibility when organizing medical care at home, it is advisable to attach in close proximity to the place of residence, ”the press service of the Social Health Insurance Fund said.

We note that outside the attachment campaign, it is also possible to change the PHC organization at any time in several cases. If a person has changed his place of permanent or temporary residence, work or study, moved to another settlement, if the polyclinic where he belonged was reorganized or liquidated, etc.

If you have an EDS, you can attach to the clinic on the e-government portal www.e.gov.kz. To do this, in the "health care" section, select the service "Attachment to a medical organization providing primary health care." As soon as all the fields are filled in, patient information will automatically be sent to the clinic. If all the manipulations were done correctly, the applicant will receive a notification of the attachment, confirmed by the digital signature of the medical institution.

Alternatively, in the PHC organization, this service is provided to pensioners, disabled people, guardians appointed by law to persons with disabilities from childhood, guardians or trustees, foster carers, convicts serving sentences in colonies, students, as well as those studying in madrassas, conscripts, children born in foreign countries, as well as people who draw up an attachment by power of attorney. To do this, it is enough to write a statement in any form and present an identity document.

The attachment campaign is carried out only among those medical organizations that are registered in the Database of Healthcare Subjects and apply for the provision of medical services for guaranteed healthcare and compulsory health insurance. It is worth noting that citizens who have joined the PHC organization during the attachment campaign will begin to receive medical care in this organization within the guaranteed volume of medical care and in the compulsory health insurance system from January 1, 2021.
